Commodore (Cdre) Errington Ricardo Shurland was appointed Executive Director of the Regional Security System by the Council of Ministers on 1 February 2017. He also serves as the Chief of Staff of the Barbados Defence Force and comes to the position with over thirty-nine years (39) of military service. During his career in the military Cdre Shurland served in several operational and administrative posts. He has also served as Barbados’ alternate representative at the Organisation of American States and Chief of Delegation at the Inter American Defence Board.
Cdre Shurland is a graduate of the Britannia Royal Naval College in Dartmouth, United Kingdom and the Command and General Staff College of the United States Army, Fort Leavenworth, Kansas, United States of America. He holds a Master’s degree in Maritime Administration from the World Maritime University in Malmo, Sweden. Cdre Shurland is a Justice of the Peace in Barbados and his military honours include the Queen’s Jubilee Medal, the Governor-General’s Medal of Honour, the Services Medal of Honour, the Humanitarian Medal, the General Service Medal and two Defence Board Commendations.
Cdre Shurland’s contribution to regional security was recognised in September 2022 when he was the recipient of The William J. Perry Award for Excellence in Security and Defense Education.
He has also served as Barbados’ delegate to the United Nations and the International Maritime Organisation. He was an adviser to the Barbados delegations, negotiating the Maritime Boundaries and Fisheries Agreements with Guyana and Trinidad and Tobago. Additionally, he has served on a number of national committees including Port Security Committee, Standing Committee on Coastal Hazards, National Maritime Inter- Agency Committee, National Hydrographic Committee and the Maritime Training Committee at the Samuel Jackman Prescod Polytechnic.
Cdre Shurland is a regionalist at heart and remains positively committed through collaboration with regional and international partners to developing policies and strategies to counter current and emerging threats to the stability of the sub-region. The key to sustained economic growth and development is a safe and secure environment and this is vital for the public good of the sub-region.
Prior to that, Grenville functioned for a decade at the St. Vincent and The Grenadines Financial Investigations Unit (SVGFIU). Eight of those years were spent as Director, where under his leadership the SVGFIU became internationally recognized as a centre of excellence in financial investigations related to Proceeds of Crime and the recovery of assets. He provides training and expert advice at numerous compliance and money laundering engagements worldwide in places such as Taiwan, Washington DC, Brazil, Jamaica, Barbados and the OECS.
Prior to that, Grenville functioned for a decade at the St. Vincent and The Grenadines Financial Investigations Unit (SVGFIU). His career was supplemented by multi-disciplinary security education and training conducted in multi-cultural environments, which enabled him to maintain a balance between his military and academic development. In this regard, he holds a Master of Science Degree in National Security and Strategic Studies from the University of the West Indies (UWI) Mona, Jamaica. He also holds an Executive Diploma in Management, Cave Hill School of Business, (UWI) Cave Hill Barbados and a Certificate in Port Administration, Maritime Logistics and Shipping Business from the Caribbean Maritime Institute in Jamaica. He is also a graduate of the William J Perry Centre for Hemispheric Defence Studies, National Defence University, Washington DC. and a graduate of the prestigious Caribbean Leadership Development Programme.
Lieutenant Commander Roberts is the recipient of the Service Medal of Honour for meritorious service, the Regional Security System Service Medal and the General Service Medal for service in Grenada. He also was awarded the Defence Board commendation for outstanding service rendered during Cricket World Cup 2007.
His vision is for the development of adequate expertise in the security forces of the RSS Member States through the provision of capacity building programmes which are evidence based. This, he thinks, is a critical enabler for the maintenance of the RSS mission.
Mr. Archer spent five years in the teaching service, qualifying as a trained teacher during that period. He joined the Royal Barbados Police Force in 1977 and retired after 34 years of service in October 2011, in the rank of Senior Superintendent.
In the rank of Senior Superintendent, Mr. Archer commanded the Southern, Northern and Operational Support Divisions of the Force, respectively. He was also required to act on several occasions in the position of Assistant Commissioner in the Force’s Headquarters.
He has also served in the Barbados Prison Service on two separate occasions on secondment. During the period 2001 – 2003, Mr. Archer was attached to the Prison Service as Assistant Superintendent (Deputy Head) as part of a transition leadership team to formulate and implement new strategies and programmes for the Prison Service. Again in the period 2005–2008, Mr. Archer returned to the Prison Service after prisoners burnt the existing prison and had to be housed in an improvised facility until a new prison was constructed.
Mr. Archer is a graduate of the University of the West Indies. He holds a Bachelor of Arts Degree in History and Political Science and an Executive Diploma in Management (Human Resource Concentration). He is also a graduate of the Caribbean Leadership Project’s (CLP) Leadership Development Programme.
He has a passion for photography and sports.
In 2002, Major Waterman emigrated to the United Kingdom where he gained a place at the Royal Military Academy Sandhurst (RMAS). He commissioned into the British Army in 2004 where, as a graduate officer he was promoted to the rank of Captain within two and a half years. During this time, he successfully completed his Master’s degree in Training Management and Consultancy at The University of Portsmouth and also qualified as an Equality and Diversity Adviser, a course offered by the Defence Academy of the United Kingdom, Shrivenham. He completed his military Short Service Commission and then joined the Metropolitan Police Service (MPS) in September 2008, where, after successfully gaining a place on the National Higher Potential Development Scheme, he completed a Post Graduate Diploma in Police Leadership and Management at Warwick Business School.
He successfully completed the Senior Investigating Officer Course at The Crime Academy- Hendon Police Training Centre and was part of the senior leadership team on the Counter-Terrorism and Organised Crime Commands prior to starting with the RSS. He is a national hostage negotiation and crisis intervention specialist and has intervened in numerous potentially life changing situations. During his time as head of the MPS’ International Unit on the Organised Crime Command, Major Waterman and his team were featured in Season 2 of the BBC documentary series Fugitives.
A keen sportsman, Major Waterman, a former kickboxer who represented Barbados at the national level, was the captain of the RMAS boxing team and a member of the army powerlifting team where he held the bench press record for his weight category. He then became a member of the Metropolitan Police Powerlifting Team where he held three powerlifting records and also placed third at the British National Powerlifting Championships. Major Waterman has also represented his Corp and regiments in numerous military cricket competitions. He is an avid runner and has run the London Marathon on two occasions where he raised money for the Macmillan Cancer Trust and Great Ormond Street Hospital.
Major Waterman is the recipient of the Barbados 50th Anniversary of Independence Golden Jubilee awardee for outstanding service in the UK to the military and police.
He joined the BDF in 1985 and later received his initial Officer training at the British Commando Training Centre Royal Marines at Lympstone in the United Kingdom in 1988.
During his time in the military, some of the professional courses attended by Lt. Col. Forde included commando courses in Barbados, UK and Martinique, Captain Career courses at Fort Benning and Fort Huachuca in USA, Close Protection Course in UK, Crisis Negotiation Course and Peacekeeping Management in Canada and Command and General Staff training in the People’s Republic of China.
On retiring from the regular element of the BDF in 2010, Lt. Col. Forde joined the private sector as a security consultant. He joined the Regional Security System Headquarters in February 2013, as the Regional Intelligence Officer. His focus is on building capacity of the intelligence units within the Regional Security System. He is currently the acting Director of Operations and Plans where he is principally responsible for the mobilisation of service personnel in the event of a national emergency. He is also a trained polygraph examiner.
He is a member of the American Society of Industrial Security and a member of the American Polygraph Association. He recently sat as a Council member for the Barbados Legion. He is married and has one son and two daughters and two granddaughters. His hobbies are reading, watching documentaries and will be taking back up photography and scuba diving for relaxation.
