Thirty-six police officers who have been deployed to the Bahamas have been urged to exercise patience, tolerance and empathy as they carry out their duties there.

This was the advice of Prime Minister of Barbados, Mia Amor Mottley, during a brief ceremony at the Regional Security System’s (RSS) Air Wing, before the RSS officers left on their mission to assist in the “healing” of that country which was devastated by Hurricane Dorian.

The Prime Minister, who visited the Bahamas along with Attorney General Dale Marshall shorlty after the all-clear was issued, described the situation there as “truly distressing” and asked the officers to put themselves in the position of the affected persons.

“Whatever patience is required, exercise it; whatever tolerance is required, exercise it… but remember always that we are there to help and to understand, because none of us would want to be in the position of many of the people who have been left homeless or who have lost members of their family,” she stated.

Embracing the islands of the region as one, Prime Minister Mottley told the officers to make the region proud by helping a member of the “family” get back on their feet as soon as possible.

“That you have been asked to go into the Bahamas to assist their police force and their troops is a signal honour that they accord us with the respect that you know that we are up to the task to be able to help maintain that stability at this very difficult and challenging time,” Ms. Mottley affirmed.

The officers, from Antigua and Barbuda; Barbados; Dominica; Grenada; St. Kitts and Nevis; St.Lucia; and St. Vincent and the Grenadines, will be in the Bahamas for three weeks.

The CARICOM Competition Commission (CCC) is inviting secondary school students from across the Caribbean community to participate in its inaugural Regional Youth Essay Competition.

The CCC aims to educate youth on competition and consumer advocacy at an early stage in their development, and therefore has designed this initiative to bring awareness across the region to the importance of competition law and policy and consumer protection.

Interested students may choose from one of the following topics:

  • How does fair competition among businesses benefit me and my region?
  • How does consumer protection law benefit me and my region?

Persons between the ages of 12 and 15 will be required to submit an essay of maximum 1000 words, while students aged 16 to 19 years will write essays of between 1200 and 2000 words.

Essays must be submitted in an electronic PDF format and must have a cover page showing the title of the essay; the student’s name, age, date of birth and school; the name and contact number of a parent or guardian; and the name of the supervising teacher.

The deadline for submission is 3:30 p.m. Eastern Caribbean Time, Friday, December 13, 2019. Entries should be sent to registry@ccc.sr under the caption Regional Youth Essay Competition.

When a number of “major accidents” occurred recently in St. Vincent and the Grenadines, the Barbados Defence Force’s Field Medical Facility was prepared to “treat” the numerous simulated casualties.

The field hospital was Barbados’ contribution to Phase II of Exercise Tradewinds 2019 which took place in St. Vincent & the Grenadines from June 14. It was staffed by 60 health care officials including doctors, nurses and support staff.

Commanding Officer of the hospital, Major Marilyn Patrick, affirmed the Unit’s readiness to treat “a steady stream of simulated casualties” and pointed out that during the day they had seen various cases including persons with heart attacks, minor cases of asthma and a maternity patient in early labour.

Pointing out that Exercise Tradewinds was a suitable way to test emergency response teams, Major Patrick stated: “We need to test our resources so if we had a large-scale incident in any part of the Caribbean islands we would have the resilience and capability to respond in any of our sister countries. I have participated in Tradewinds in the past. It is a good opportunity to exchange ideas and information, establish a benchmark and find out what is changing in military approaches in areas like security and disaster relief. Tradewinds is an asset and a great training opportunity.”

Exercise Tradewinds Is designed to build increased regional cooperation in complex multi-national security operations, as well as humanitarian assistance and disaster response work.

The meritorious service of twenty-one officers of the Royal Police Force of Antigua and Barbuda was highly praised as they each received the Regional Security System (RSS) Medal recently.

The officers served as members of the RSS contingent offering humanitarian assistance, disaster response, recovery and rehabilitation to Barbuda and the Commonwealth of Dominica, following the devastating Hurricanes Irma and Maria in 2017.

During the investiture ceremony which took place at Government House, His Excellency, the Governor General of Antigua and Barbuda, Sir Rodney Williams, commended the officers for risking their lives and sacrificing their comfort to assist the victim and noted that the medals were a sign of gratitude from not only the nation but also the region.

“While there are many duties which I perform as Governor General, one of my most inspiring and satisfying functions is to celebrate the achievements and contributions of our citizens… This is what investiture ceremonies are all about – creating those special moments of gratitude for recipients, their friends and families,” he stated.

Pointing out that even in times of disaster “elements in our society” will take advantage of the vulnerable, the Governor General affirmed that: “It therefore requires, more often than not, the introduction of specially trained personnel to assist in the orderly distribution of relief supplies, the maintenance of law and order and the rebuilding process. This infusion of experts is precisely what happened on several occasions in our region, through the leadership and guidance of the entity known as the Regional Security System.”

The Regional Security System (RSS) will host a Panel Discussion under the theme Mainstreaming Gender in National Security Frameworks, on Tuesday, May 14, in Seminar Room No. 1, Sky Mall, Haggatt Hall, St. Michael, from 2:00 p.m.

Members of the public and stakeholders are invited to attend as the discussion intends to increase awareness and stimulate discussion on the impact of gender-based initiatives on solutions and responses to security threats, while investigating the varying ways in which security threats impact different genders.

The initiative is part of a series of discussions which are being held under the RSS’ 10th European Development Fund Programme, and are designed to highlight issues of crime and security in the Caribbean. They also seek to garner public support for law enforcement initiatives and help persons to better understand the social and criminal aspects that contribute to a criminogenic environment.

To date, discussions have been staged in Grenada, St. Kitts and Nevis and St. Lucia, and panellists have presented on a range of matters, including the impact of gang subculture and countering threat networks in RSS Member States.

Matters of regional security were discussed at the Regional Security System’s (RSS) Security Chiefs Meeting which was held today.

The meeting was staged at the Beachcombers Hotel in St. Vincent and the Grenadines and was attended by senior law enforcement officials from Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, St. Lucia and St. Vincent and the Grenadines.

Chairman of the session Commissioner of the St. Vincent and the Grenadines Police Force, Mr. Colin John, praised the work of the RSS and noted that the meeting would be beneficial to the development of the RSS Member States. “We are seeing practical benefits as a result of our cooperation, and out of this meeting, it is my fervent hope that the successes we are reaping will be even greater and that it will impact more on the region by making it safer for our various countries and the region,” the Commissioner stated.

Among the topics addressed during the meeting were Law Enforcement Capacity in the RSS Member States; Strategies to Combat Transnational Organised Crime in RSS Member States; and National Maritime Strategies. The Security Chiefs Meeting precedes the RSS Council of Ministers Meeting where RSS Chairman, Prime Minister of St. Vincent and the Grenadines Dr. Ralph Gonsalves, and his regional counterparts, will gather to continue the discussions on critical regional security issues. Two Memoranda of Understanding will also be signed at the meeting.
