RSS Security Response Mechanism

The Regional Security System (RSS) has, since its establishment in 1982, adopted the principle of collective security to address both existing and potential threats. These threats encompass growing insecurity, as well as the traditional and emerging challenges to human security.
The RSS's security response mechanism is a collective security and early warning arrangement designed to facilitate prompt and effective responses to crises in the RSS Member States. It stands as a fundamental pillar of the Regional Security System, which serves as the framework for fostering stability and prosperity in the Caribbean region through mutual cooperation.

The Member States will consult with each other whenever they believe that the democratic institutions, territorial integrity, political independence, or security of any of them is threatened.

The Joint Coordinating Committee, comprising the Forces Commanders, meets to determine the mission’s mandate, objectives, duration, goals, criteria for success, exit strategy, and other related planning and logistical considerations.

Once approved by the Chairman of the Council of Ministers, troops are deployed in the theatre under the operational control of the requesting Member State. The deployed troops have the same rights, privileges, and immunities as the requesting state.
