Resource Mobilisation

To support the implementation of its Programme of Work, the RSS relies on a robust resource mobilisation strategy that aims to attract resources through various development partners to accompany contributions from its Member States.
Over the years, the RSS has expanded its traditional donor network to include technical, financial and other support from USAID, CDB, EU, and OAS to name a few. This support has allowed for the publishing of pioneering research in the RSS on the gang subculture and the identification of policy and programming solutions, the expansion of the RSS crime data analysis and research capacity, the development and adoption of strategic plan and RBM model to guide the institutional strengthening roadmap of the RSS HQ and its service delivery to its Member States, the expansion of its digital forensics examinations capabilities, and financial investigations and asset recovery expertise. Mobilisation of resources through bilateral partnerships with key partners has also lent to the sustainment of air surveillance and transport capabilities in support of counterdrug and HADR efforts respectively, and the implementation of critical training programmes under the various RSS training plans over the years.
